SWAp, Budget Support, Basket Funding
- New Aid Models & their implications for evaluation

In the context and as a consequence of the Paris Declaration on Aid Effectiveness, the international development community has introduced new aid models such as the programme-based approach, nation- and sector-wide approaches as well as new financing instruments like pool or basket funding and budget support. These instruments aim at a more effective coordination of development measures of different donors, enhanced ownership of the partner countries and an improved overall effectiveness of development aid. The new instruments are rapidly gaining influence and have a strong impact on project planning and project management as well as monitoring and evaluation methods and practices.  

The training course SWAp, Budget Support, Basket Funding – New Aid Models & their Implications for Evaluation provides an opportunity for project and evaluation managers as well as evaluators to gain and enhance their qualifications in these recent trends. Participants will not only get a first overview on these new approaches in development cooperation but will also discuss and learn about possible consequences for evaluations by studying best practise examples.

Content of the Module:

1. Introduction to recent trends and new instruments of development cooperation
Overview and background of current trends and practices of International Development Cooperation;
Principles and characteristics of e.g. nation and sector-wide approaches and new financing models (e.g.  budget support, pool funding, basket funding, etc.);
Related programme planning, management and monitoring requirements and practices;
Consequences and preconditions for funding agencies and beneficiary countries  and  organisations.  

2. Implications on programme management and evaluation methods and instruments
Role and function of participating organisations, offices and stakeholders;
Description on programme management mechanisms and progress monitoring tools;
Verification and/or formulation of relevant indicators;
Identification of appropriate data gathering and evaluation methods and instruments; 

3. Requirements and consequences for evaluation missions and mission reports
New scope in evaluations: SWAPs, country and cross-cutting evaluations;
Analysing of TOR and identification of relevant background information;
Work practice and requirements related to multi-donor management and evaluation teams;
Designing, planning and coordinating joint evaluation missions.

4. Job sharing and contribution to data gathering and report writing.     

5. Best practices and information sharing
Case study and practical exercises related to complex evaluation missions and multi-donor evaluation teams;
Formulation of draft Aide Memoires, conclusions and recommendations;
Report formats and sample reports of different lead funding agencies, e.g. EU, KfW, gtz, ADB, Word Bank,  etc.

Time and place:

The training will take place from Thursday 11th to Saturday 13th December 2008 in Marktbreit, Germany.

Language:

The training will be provided in English.

Costs:

The training course fee is 760 euro.
The fee includes training materials. Food and accommodation is not included but will cost 110 euro (food & conference fee) or 220 euro (food, conference fee & accommodation).
